Mouse wheel in Actionscript 2.0 doesn't work when swf is embedded using 'wmode' parameter as 'window'. Make sure it is set to 'transparent'. That applies to Mozilla and Safari. IE works with all parameters.

I haven't tackle the mouse wheel problem fin AS3 so I guess I can't help you but I would suggest you also look into your HTML code because sometimes the problem lies there and not in the Actionscript.
